In my opinion this is almost the situation that we have nowadays. Its just a shame not to know English well, because English especially in developed countries is just the second language (after the national). In the decade of globalisation, internet and other technological advances it is hard to imagine a world without one language spoken worldwide. 
For example European Union - would it be possible to make a parliament or even simple laws without using one language? I think it wouldnt. Of course there are representatives of some countries who are not fluent in English, but what they have to do is to learn the language or to sue translator. 
But if you believe in God, you can remember what had happened near to the Babel Tower. Believing this, a long time ago people did speak one language. It occurred  that it only led to vanity. And God decided to divide people, creating new languages for each group. 
Even if we had one language, we still are different people in different areas of the world. We have different origins, religion and especially traditions which make us a nation or a culture. But when talking about international relations one language spoken is the one way to create our future well-organised and stable.
